Unlike a single federal “entrepreneur visa,” most business immigration options are managed through Provincial Nominee Program (PNP) Entrepreneur Streams.

These programs are designed for business owners who are willing to actively manage operations in Canada and contribute to the local economy. It is not a passive investment program. Applicants must demonstrate real business experience, financial capacity, and a clear plan to operate successfully in the chosen province.

How the Entrepreneur Pathway Works

The Canada Entrepreneur pathway generally follows a staged process.

First, the applicant submits an Expression of Interest (EOI) to a specific province, outlining business experience, net worth, proposed investment, and a business concept. Provinces assess and rank candidates based on economic potential and alignment with regional priorities.

If selected, the applicant signs a performance agreement and applies for a temporary work permit. This allows them to enter Canada and start or purchase a business. During this period, the entrepreneur must actively manage the business and meet agreed performance conditions such as job creation and operational milestones.

Once the business fulfills those conditions—usually after 12 to 20 months—the province may issue a nomination. The applicant can then apply for permanent residence through the federal immigration system.

This is a performance-based route to PR, not direct permanent residency from day one.
